Period of 2016-2018 not only coincided with the three-year term of the Last Session of Photovoltaic Green-Ecosystem Organization (PGO), but also witnessed the greatest vicissitudes in photovoltaic industry. The installed capacity shifted from “over-speed” to “braking”. Technology developed rapidly, prices fluctuated drastically, and more and more subsidies were in arrears. The whole photovoltaic industry was forced to face up to the era of rational price at one blow, and the industry climate turned harsh. Enterprises, instead of competition for products and power grids, violently fought for prices, market shares and even survival at home and abroad. Enterprises were confronted with counterattack pressure from traditional energy industry. At this time, subsequent effort and future develop direction of Photovoltaic Green-Ecosystem Organization (PGO), which represents the backbone of the photovoltaic industry, attract the extensive attentions from the insiders in photovoltaic industry.
On March 19, 2019, the Second Re-election Conference of Photovoltaic Green-Ecosystem Organization was held in Shanghai, which highlighted the theme of “the Power of Unity! The New Situation and New Journey!” More than 100 guests from PGO members attended. Mr. Zou Yiqiao, former Director of International Department of National Energy Administration, was especially invited to attend.

The Conference was presided over by Mr. Zhou Yuan, Secretary-General of PGO. In his opening remarks, Mr. Zhou Yuan expressed his gratitude to Mr. Li Yuan, the former President of PGO, for his great contributions to PGO in the past three years. Mr. Zhou Yuan also thanked leaders of previous session of PGO and all members for their strong supports for Secretariat. In the past three years, PGO and all members withstood the test. In PGO, members and especially presidential organizations made active efforts for the industry-wide progress, and set an example for sound development of photovoltaic industry. The newly-elected PGO Secretariat will continue to uphold pragmatic work style, facilitate member development with wholehearted services, and establish an excellent brand in the industry. In 2019, Secretariat will continue to visit and conduct field research for enterprises, strengthen communication and cooperation between enterprises, vigorously air the opinions and offer suggestions to industry authorities; spare no effort to organize AsiaSolar PV Innovative Technology Exhibition & Cooperation Forum & Exhibition and China Household PV Brand Tour Exhibition so as to boost industry-level exchange and development; vigorously tap into overseas markets, hold multiple PV seminars overseas, strengthen international cooperation and exchange, and advance the development of PGO members and Chinese PV enterprises at abroad.

At the reception dinner, Mr. Guo Wei, newly-elected President of PGO, Party Secretary and Chairman of PowerChina Guizhou Engineering Co., Ltd., delivered a warm inaugural speech. According to Mr. Guo Wei, firstly, it is necessary to take the lead in the new leadership team to make PGO “aircraft carrier fleet” of Chinese photovoltaic industry, march towards the overseas market with the powerful force of joint operations, and seize the global photovoltaic market. Secondly, it is necessary to accelerate the formulation and promotion of the industry standards, take the initiative to air the voices, and enhance the discourse power of international standards for PV industry. Against the backdrop of the current new economic situations, domestic PV policy is still ever-changing. Traditional energy industry still occupies an important position, and great uncertainty exists in the market. At the conference, Mr. Cao Renxian, newly-elected Vice President of PGO and Chairman of Sungrow Power Supply Co., Ltd., called on that PGO members should get more united, prefer to applying self-made products of PGO members, and ensure cohesiveness and unity of PGO on the whole. Furthermore, he emphasized that PGO members must gain a firm foothold in the domestic market while “going global” to participate in the international division of labor, as the cost of trial and error and experience acquisition is relatively low in China. He recommended that PGO members should gain ground in both domestic and foreign markets in two-pronged manner.

In the wake of profound developments in PV industry, with the changes in the market, business model and supply chain, PV industry is still perplexed by many uncertainties of business pattern. As pointed out by Mr. Yin Rongfang, newly-elected Vice President of PGO and Vice President of Trina Solar Co., Ltd., the dependence of PV industry on policies will gradually decline in the future. As the international market share expands, the degree of policy influence will also decrease. Even if some uncertain factors come out in the Chinese market, large-sized enterprises will hedge against the risks in their operations when they draw a blueprint for the overseas markets. However, SMEs should think more about the direction of business scope because it is impossible for SMEs to achieve global coverage like large-sized enterprises. After all, global coverage is associated with relatively high cost and high operational risk. Therefore, SMEs are advised to set the foothold in the professional market.

The Second Re-election Conference of Photovoltaic Green-Ecosystem Organization is such a successful conference that is held when the Chinese PV industry shifts the priority from large scale and fast speed to top quality and high efficiency in the context of further progress in internationalization.
